It should be noted that although arrest records may indicate that an active investigation has been initiated, it is not definitive proof that the suspect has been convicted of the crime.

Crime Statistics

The Kentucky State Police (KSP) publishes the annual reports of crime statistics of counties and cities in the state. The reports are a compilation of data on crime rates submitted by various law enforcement agencies in the state. In 2018, it was reported that Franklin County had a total number of 2,418 crimes, including 938 violent crimes and 1,480 property crimes. Violent crimes reported include 6 murders, 81 rapes, 32 robberies, and 819 aggravated assaults. Whereas property crimes reported include 289 burglaries, 1060 larcenies, 130 motor vehicle thefts, and 4 arsons.

These figures show a significant decline in reported crime rates in Franklin County over a 5-year period. Between 2014 and 2018, Franklin County had a decline in 5 out of 8 major crimes. Rape, robbery, aggravated assault, larceny, and arson rates declined by 19%, 38%, 5%, 9%, and 73% respectively. Murder, burglary, and motor vehicle theft rates in the county increased by 500%, 4%, and 49%.

What are Franklin County Criminal Records?

Franklin County criminal records are official documents that detail the criminal activities of residents within the county. Franklin County criminal records are administered and issued by the Franklin County Sheriff’s office and the state law enforcement agency. The Kentucky State Police (KSP) and the Kentucky Administrative Office of Courts (AOC) provide members of the public with access to criminal background check reports within the state.

How Do I Get Franklin County Criminal Records?

The KSP provides access to name-based and fingerprint-based criminal background checks. A requester can conduct name-based checks on another person, subject to the authorization of the person. Fingerprint checks are available to individuals with criminal records and statutorily authorized bodies and agencies.

Name-based checks can only be done via mail and they cost $20 per request. Mail-in requests can be made by completing any of the appropriate forms below:

  • Request For Conviction Records/Employment
  • Request For Conviction Records/Emigration
  • Request For Conviction Records/Housing

Information about how to conduct fingerprint-based checks can be obtained by viewing the Changes to Fingerprint Check portal and using any of the means provided by the KSP.

Criminal background checks can also be done through the AOC for $20-25 per check. These checks can be carried out online, via mail, or in person. Online checks can be conducted on either of the two online portals provided by the AOC, namely AOCFastCheck and One-Time Request. Required information requested on these portals should be provided by a requester in order to obtain criminal record reports.

Mail-in or walk-in requests for background checks require a requester to fill out the AOC-RU-004 form. The filled-out form, along with payment and a valid ID, should be submitted via mail or in-person to:

How to Find Franklin County Sex Offender Information

The KSP provides the public with access to sex offender information of the state through its official sex offender registry. Residents of Franklin County can search the registry for sex offenders in their neighborhood by providing one or more of either the sex offender’s number, name, street address, city, county, or ZIP code. The Neighborhood Map can also be used to locate multiple sex offenders in an area through the street address, city, ZIP code, radius, or county.

How do I Visit an Inmate in Franklin County Jail?

To visit an inmate in the Franklin County Regional Jail, friends and family have to schedule appointments. Visitation can be scheduled by calling (502) 209-8529 from 8:00 a.m. to 4:00 p.m. on Monday to Thursday, and 8:00 a.m. to 12 p.m. on Friday. Inmates can be visited twice every week and the time duration for a visit is 30 minutes. Visitation hours for general population inmates is 9:00 a.m. to 10:30 a.m. and 12:30 p.m. to 3:00 p.m. on Tuesday and Wednesday, and from 9:00 a.m. to 11:00 a.m. and 1:30 p.m. to 2:30 p.m. on Sunday. Dorm inmates’ visitation timetable is below:

Wednesday - 3:30 p.m. to 4:15 p.m.

What are Franklin County Vital Records

Franklin County vital records are official files that document vital events that took place within the county. Vital records include marriage, divorce, birth, and death records and other related documents. Divorce and marriage records are available at the Franklin County Clerk’s office. In addition to government agencies, county public records may also be obtained from third-party websites. These non-government platforms come with intuitive tools that allow for expansive searches. Record seekers may either opt to use these tools to search for a specific record or multiple records. Users are able to search third-party websites remotely for multiple records at a time with just the name of the record subject and their last known location, including the city, county, or state.
